

Financial Literacy for Innovative Youth Participation in Europe
Youth Ideas and Participatory Budgeting
Are you a young changemaker with bold ideas for community participation and democratic innovation?
Kehsia asbl in the framework of EU funded project “Financial Literacy for Innovative Youth Participation in Europe” launches a Call for Projects [FLYE call proposal.docx] aimed at collecting and supporting youth-led proposals that seek to reimagine and strengthen participatory budgeting practices at local, regional, or digital level. One of the main pillars of our project is the concept of Participatory Budgeting (PB) which is a democratic process through which citizens directly contribute to decisions on the allocation of part of a public budget. Through this Call, Kehsia asbl invites young people aged 18–30 to submit innovative, feasible and impactful proposals designed to enhance participation, transparency, inclusion and civic engagement through participatory budgeting mechanisms.
OBJECTIVES OF THE CALL
The Call aims to:

- Encourage youth engagement in democratic innovation processes

- Foster new approaches to participatory budgeting
-
- Promote inclusive and transparent decision-making practices
-
- Support concrete initiatives with measurable local impact
WHO CAN APPLY
This Call is open to:
-
- Individuals aged 18–30 operating in Luxembourg
-
- Groups of young people (formal or informal) operating in Luxembourg
-
- Youth organisations and initiatives led by young people in Luxembourg
ELIGIBILITY CRITERIA
To be considered eligible, the proposed project must:
-
- Respond to the needs of young people in Luxembourg
-
- Be implemented in Luxembourg
-
- Be freely accessible to all
-
- Be technically and legally feasible
-
- Not already be in the planning or implementation phase
-
- Not exceed a total budget of EUR 3,000
-
- Not generate ongoing operational costs (e.g. services or personnel costs) beyond routine maintenance
-
- Not require the acquisition of land or premises
-
- Not create a conflict of interest or generate direct financial benefit for the applicant, their company or organisation
-
- Not contain defamatory or discriminatory elements
-
- Comply with principles of sustainable development
Projects should be realistic and aligned with participatory budgeting principles.
Please note that projects are usually rejected if they:

- Generate ongoing staff or service costs
-
- Exceed the maximum budget
-
- Are not accessible to the general public
-
- Create a financial benefit or conflict of interest for the applicant
Additional points will be awarded to projects that actively engage underrepresented or marginalised communities (e.g. migrants, low-income groups, socially vulnerable populations).
WHAT TO SUBMIT: APPLICATION REQUIREMENTS
Each proposal must include (max. 2 pages):

- Applicant/team information

- Brief project description (maximum 300 words)

- Objectives and expected impact
-
- Target group(s)
-
- Proposed activities and implementation timeline (the proposed project must be implemented between May and October 2026)

- Estimated budget (not exceeding EUR 3,000) and required resources
-
- Explanation of the project’s relevance to participatory budgeting and to the objectives of the EU funded Financial Literacy for Innovative Youth Participation in Europe – project
SELECTION PROCESS AND CRITERIA
The selection procedure will consist of the following stages:
-
- Submission of project proposals
-
- Technical evaluation of eligibility and quality criteria
-
- Selection of the 10 highest-ranked proposals
-
- Public presentation of the up to 10 selected projects at the 43° Festival des migrations, des cultures et de la citoyenneté on 22 March at the session “Roundtable: Financial Empowerment: Engaging Youth and migrants in Community – Driven projects (salle RDC)” –Flyer Festival des Migrations _Roundtable

- Online public voting open from 22 March to 30 April ( instructions will be shared on social media and on our website)

- Final selection of one project to receive funding made by KEHSIA asbl
Submissions will be evaluated based on:

- Innovation and creativity
-
- Feasibility and clarity of plan
-
- Potential for impact, scalability and sustainability
-
- Inclusivity and engagement of diverse groups
-
- Alignment with EU funded – Financial Literacy for Innovative Youth Participation in Europe – project values (youth participation, democratic innovation, partnership)
